How can I fdo a scrolling frame in just one table?

How does one go about doing that in DW MX 2004?

even though it scrolls in the browser, in DW, all of the text is still there,
still causing my other table on the left to have a huge amount of space at the
top of it, making it wonky. Any ideas? Here is the page:

unacceptable.
