How can i create a popup menu?

Hello Everybody!
I'm trying to create a popup menu in this way:
When i go with the mouse over a buton the image of the buton is changing with
another (mouse over state of the buton) and after a submenu pops up. Something
like the menu bar on macromedia.com site
Can u help me?
PS: Excuse my english i'm from Romania.
