I believe this is achieved through Frames, but I would advice against them as search engines find them difficult to crawl I believe. I'm pretty sure someone can help you though : )

A frame is just an HTML page. It would offer no impediment to spiders. The
problem is exactly the opposite. All frames get crawled and indexed, so you
may get a hit to a page that is NOT a frameset, but only one of the
costituent frames. It would open without any of its associated frames.
Would that be confusing? I think so.

The more important question is "WHY DO YOU WANT TO ADD SCROLLBARS?".
Additional scrollbars on a page cause a usability problem like you cannot
imagine!

Miss CiCi, if you mean you want to put a scrollbar INSIDE a page, so that
youcan create text in a limited area and the scrollbar will turn up there only
when there's overflow, there's a really neat and quick bit of CSS that does it:

The CSS style in the head is:

.templatescroll {
position: relative;
overflow: scroll;
}

whereas in the body you select the text with

<div class="templatescroll"> content here </div>

and Bob's yer uncle! :grin;

No need to have position:relative there.
