how to add a button to the Insert pannel group?

I have a friend that has a button in the INSERT pannel group that will add a
roll-over image to a page.

This allows her not to have to use the menu drop down method.


I do not have this buttom in my INSERT pannel group, But I want to add it.

How is this done?

Why not just use the SwapImage behavior?
