<!-- Start Advisor Menu -->
<span id="advisor" style="position:absolute; left:270px; top:27; width:110;
height:100; z-index:10; visibility: hidden">
<table width="120" border="0" cellspacing="0" cellpadding="0">
<tr>
A <span> tag is an inline tag. As such, it cannot be used to contain
<table> or any other block tags.
Also, that menu makes a mess in a screenreader or when you disable
javascript.
There are better ways.

I am helping my uncle build a website and he has asked for a specific menu.
such as the one included in this link.
How has this been done, I hate to ask but could any response be plain and
simple because im not that great at understanding this web building
jargon.
Much Appreciation. Thanks
