Help with tables and popup menus

School assignment: Complete the half-finished school website.

On the site, it appears to be using frames, but in actual fact, it's not. It
was a template made in Photoshop and spliced up. I think it's in a table. If it
were to use frames, it would be the "Left and Nested Top Frames".. that layout
is how the menu looks (if that helps)...

So down the lefthand side, is a menu of three sections, and they each have
popup menus. I want the links on the popup menus to display the page in the
middle, and not reload the whole page. How can I change it so only that bit
loads? Frames would usually do this, but this isnt set up into frames. Does
anyone know?

This isn't how pages work. Just make the links load a new page.
