help with splash screen

I need some help creating a splash screen. I know how to create the page, but dont know how to make it act as a splash screen. Can anyone help me? Thank you.

Put the splash in the trash, so to speak. They are annoying and useless.

well my friend jsut had a baby and we have awebsite for our children. I just
want to throw it up there to let people know in a quick manner without them
having to search the site. It wont be an obnoxious one.

Then you create it just the same way you create any page. What do you
expect to trigger the display of it?
