help PLEASE...i am new

I tried to look up the sites about how frames are evil, but they are not coming
up. I am new at designing web sites, as I am sure you can tell. I need to
create a page to look like www.heinesolutions.com
The blue top and left sides are what I need... I don't think that they are
frames. How would I create this. If you can help me please write back!!!! thank
