HELP! please...

I'm trying to redesign my website and am having trouble figuring out how to
get the width to go across the entire screen.
I got the page to adjust to the top and to the left but I don't know how to
fix my width problem.
It seems that when I hit the refresh button it works but not unless I hit
refresh. What is going on?
