Help! How do I apply an open browser window behavior toa rollover image?

Ok, I have a link on the page all set up to open a centered pop up window that
opens an html page with a flash movie in it (I used the open browser window
behavior). It works fine, all the widths and heights are correct, all good.
But how do I make my graphic rollover button in my nav open the pop up window?
When I select the rollover image, the add new behaviors button is grayed out.
What gives? Any help is GREATLY appreciated, I really have to get this done

I don't have the page posted yet, but basically I have a nav bar button that I
made by doing the typical scheme, making two gifs slightly different and then
using the rollover image button in Dreamweaver to make the rollover. I did
that, works fine. But instead of linking the rollover to another page, I want
it to open the pop up window that has the html file with the flash movie
embedded in it. On the text links that I did the pop up window for, I
highlighted the text, put a # symbol in the link box in the property inspector,
and then added a "open browser window" behavior. Worked fine. But when I try
to do the same thing to the rollover button in the nav, when I select the gif
image, the "Add Behaviors" button in the Behaviors panel is grayed out. How do
I add this additional behavior?
