let me kind of re-explain what i want to do.
My boss is unhappy with our curent shop control system.
this system stores all the data we enter into it in microsoft excel spread
sheets.
I would like to make a new modified "shell" to open, modify and save this data.
The old system is bottom line shop system if anyone knows what this is.
and i would like to make my own
"bottom line" type web page(s) to use insted of bottom line.

So you want to make a nice front end to your spreadsheet? Is that what
you mean?

The spreadsheet has to exist in the correct format to make changes to
your shop, is that what your saying?

But does it still have to store the data in Excel? Can you revamp the entire
system using a real database instead?
Using a web front end to modify Excel sheets is not a good idea.

I tried to find this shop software, and whilst there is mention of an
sql version, this was back in 1998, almost 10 years ago, and there is
nothing new about it and I can't find E2 Systems who made it.

I would say its time to move on and buy a new shop for your website.

after looking into the bottom line system i found that all the files are stored
in tables in microsoft access. what would be the best way of going about what
i want to do now that excell is out of the picture?

Dreamweaver is very good at managing data within an Access database,
there are many tutorials and books out there that discuss it in detail.

The first thing to do is make a copy of your database. Then create a new
blank one and follow enough examples and tutorials until you are
familiar with what Dreamweaver can do. Is you are then confident that
Dreamweaver can do what you want, plan the pages and give it a go.

The main thing is that you have an understanding of what you want to do,
and what Dreamweaver can help you do.

Assuming that you are already well versed in html and css, the next step is to
get a solid foundation in database design concepts and learn a server side
scripting language. What programming experience do you already have?
