having a problem with layers

when i go to preview in iexpore the layer on my page stays in the same place
but when i maximize my screen
it goes to the center of the page-with the smaller screen it is in the right
place but then after i maximize it is messed up
is there some way i can line it up with the right border- i have alrealy tried
left align
One more thing
why is the layer look like it doesn't line up?
