Group Relevant CSS panel with "Code" panel?

My "Relevant CSS" panel is found under "Tag Inspector". I'd like to move it
(just the relevant CSS) to the "Design" panel so it's grouped with the other
CSS panels. I find I'm frequently going back and forth between the relevant
CSS panel and the Styles panel and I'd just like them grouped together, but
I must be missing something really simple. It wants to group the TAG
INSPECTOR with another panel group and not just the relevant CSS panel.

Is this possible? If not, why not? Seems easy enough to do...right?
