1. All pages have a top margin of 100px, left margin of 100px (used the Page
Properties dialog box to do this. ( I thought at first this may have confused
things)
2. Layers contain text which is formated using css, are "placed over" a jpg
image.
3. This is the code at one of the layers (within which is this text):

Sorry - what is the question?

Notwithstanding my uncertainty about the question, I can already see a
problem. You have placed your layer into a table cell. You should never do
that as it will lead to cross-browser/platform rendering problems.

Can you clarify your question for me?
