Getting files to open in separate windows

In Dreamweaver 3, how can I get files to open in separate windows?

They keep opening in the top windows, instead of their own, separate
windows.

I know that I can hold down the control key while clicking on the tab to
move the file to a new window (Mac), but how can I open them directly
into a new window when I click on the files in the Files panel?

I checked the Preferences, the online Help and Google Groups, but I
can't find the answer.
