General frames question

Hi. I'm just wondering if anyone has experienced the problem of not being
able to resize frames in a frameset once a lot of content is added to the
frames involved. No matter how much I try to coax the double arrow out of
Dreamweaver (the one that is supposed to appear on the border between frames) I
can't seem to make it appear. Help, anyone?
