Frames Page

I've created a page using frames, but the problem I'm having is that when it's
viewed in a browser, and you resize the window, all the graphics move as you
shrink the window. I know you can set the browser size in the behaviors when
you're linking to another page through 'Open browser Window', but can you set
it for the index page of your site so it comes up at a fixed size when you
first enter the site from, say, a Google search?
