Frames for Borders problem. I'm dyin' guys! Please help. (I hate frames too, but gotta do it I think this time)

I know I hate frames too, but this guy wants something "no one else
has, and it better look hot." He's paying big bucks for this request.
He saw the design, and immediately wanted, had to have, the full
borders. So here I am, with deadlines approaching, and I've been
trying to figure this out for three nights now.

Thanks, and please someone help Just tell me WHAT to use, and I'll
probably get it figured out. Just testing in IE 6+ and Firefox for
