Form Menu

I am putting together a form that includes a form menu. How can I set it up so it shows no selection in the initial view?

Any help would be appreciated.

All depends on the menu's functions, but you can have an empty or an
instructional first line...

<option value="">make a selection</option>
<option value=""></option>
<option value="fred.htm">fred</option>
