Flash in Tabbed Panel

When inserting a Flash file into a Spry Tabbed Panel (what I want to do) or the
Main Content window of a two column with header and footer page, adjusting font
size in the browser causes the flash file to extend inside the window (smaller
fonts) or outside the window (larger fonts). This does not occur when
inserting the same swf file in the header or footer where it remains stable.
I've tried setting the sidebar and main content windows to pixels rather than
ems or % and the problem persists. How can I make flash files more browser
settings tolerant? This same flash image works fine in a site built with
GoLive 6 and CS2.
