File permissions: how to alter?

DW makes all my files 644 on the remote system, but I need to make it
646. Is there any way that I can get DW to default to 646 permissions?
I'm running W2K, and the remote server is running NCFTD.

I know about the "Set Permissions" extension; I'd like to know how to
avoid using it in the first place.
