editable region for metatags

i have created a set of dw templates for our large educational site. the head contains references for includes which contain dropdown code, browser detect codes, header navigation etc. currently, the metatags are contained in one of the head includes. however, i would like our content providers to be able to add metatags to individual pages as necessary.

if i attempt to simply add metatags to a page made from one of these templates via the insert panel, i get the message: 'making this change would require changing code that is locked by a template or translator.'

i attempted to add a new editable region to the head. i placed my cursor in the head, right-clicked went to templates>new editable region, and named it metatags. dw placed this new editable region, not in the head but just after the body tag, like so: <body marginheight="0" marginwidth="0" leftmargin="0" topmargin="0">
