Drop down menus - in tables or layers??

I'm using tables to put together my 1st site.
I'm now having a rethink over the nav. bar and feel that a drop down is going
to work best.
Does it have to be made using layers?
If so, do I put the layer outside or inside the table?
My concern is that while the tables at 100% are fine in the browser, the
layers may go astray.
