If portability isn't an issue, then why not go with the dual desktop? Just
running OSX should be faster, so that's only a good thing.

It won't for editing HTML. It'll make a difference if you're compressing
video or editing gigantic images in photoshop. It'll also make a difference
with multitasking (ie, if you're compressing video in the background while
watching a DVD in the foreground).
So, if portability isn't an issue at all, then get the faster of the two
machines. Desktops also give you a lot more options in terms of upgrading.
Just be sure to get a bunch of RAM regardless of which you choose.
