Anybody having a solution to have dreamweaver pop up menus to appear above flash animation?

Oops..spelling mistake:

"... the layer will no cover the menu.."

should read:
"... the layer will now cover the menu.."

I need to get new eyeglasses. I read that you wanted the menu to appear
BEFORE the flash, so even if my reply was excellent, it was just to
another question.

There isnt a cross-browser cross-platform solution. I would advice that
you re-locate either the flash file or the pop-up menu.

If you want to take the unprofessional approach then by all means do so,
