Dreamweaver falsely says region not editable

I am having an occasional problem (it doesn't happen all the time) with
editable regions in Dreamweaver MX 2004. I make a change to the code within the
editable region, and I get the following error message: "You have made changes
to a region that is not editable. Do you want Dreamweaver to retain these
changes until the document is saved?"

Then, when I choose "Yes" (to save the changes), it removes them anyway. Is
this a bug?
