Dreamweaver/Contribute 2 Set up

The problem we are have is this that we can not find how to set up Dreamweaver
MX 2004/Contribute 2 properly.

Currently, we have the publishers publish to a staging server. They copy their
pdf, word docs etc.. to the mapped network drive. Twice a day, we FTP the
website to our ISP. We use Cute FTP to perform this task.

We, the development team, use VSS as a repository for the web site.

We set up Dreamweaver with two sites as follows:

STAGE TO VSS: The staging server is the local with VSS as the remote.
STAGE TO MICANET: The staging server is the local with MICANET (external ISP)
as the remote.

We keep having problems with permissions for the web publishers and are not
sure if we have this set up properly. The other issue is if Contribute 3/Web
Publishing Service with solve this and in our enviornment how would we set up
Contribute 3/Web Publishing Services. We are about a year away from a Content
Managment system.
