Dream weaver MX 2004 Pop up menu problem

I have a pop up menu on my site but once a layer index is greater than -1 it
hides behind it how can I modifiy the pop up menu to show above a layer that
has an z-index greater than 3 because my netscape user's are complaining
because they cant see some part of my page (Netscape does not show a layer that
is less than 1 hence if I have a -1 layer it wont show it and the pop up menu
only show when the layer is -1 I need Help :frown;
