Does MX 2004 do these? (Strict conformance; "&" escaping in URLs)

I currently DW4. I want to move from 4.01 Transitional to 4.01 Strict for both
existing & new pages. I also want everything to validate. I wonder far MX 2004
can go to help me.

1. Can MX 2004 be configured (via DOCTYPE or any other means) so that in
Design view there are no controls for using deprecated features? In other
words, some way that only Strict HTML can be written? (Yes, I know I could try
to remember what is what!)

2. One reason I often get validation failures is that I put a complicated URL
in as an external link, and forget to replace (especially) "&" with "&".
Is there any help here?
