I can't imagine wanting to, actually ..
but no .. I don't think there is a way. The insert bar is available at the top using the Classic workspace .. but AFAIK, the Property Inspector won't dock at the top. I know it will dock at the opposite side from your panels .. but takes up a whole column that way so that isn't a great idea either, IMO.
