Disjointed Rollover

I want to have disjointed rollovers as the mouse is scrolled over a CSS
horizontal menu. What is the best way to implement this?

1. Do the rollovers FW & export to DW

2. Use Show-Hide Layers behaviour

3. Use Swap Image behaviour

4. PVII's AutoLayers behaviour

So far, I've been using (1). They work great but there's lots of code
generated. Is there a cleaner way?
