Familiarize yourself with HTML standards. Build pages with valid and
complete doctypes. Select a doctype that is consistent with your ability to
match that standard of usages. Validate your pages.
Pages that are rendered in standards mode by the browsers, and that
validate, will usually show minimal cross-browser/platform variation in
rendering.
As you can see, this will require some study on your part to learn both CSS
and HTML.
Having valid pages alone does not guarantee good rendering, but it gets you
well down the road.
