Debug in Browser unavailable

I'm trying to run 'debug in browser" but the option is greyed out in the
menu. Preview in browser is available and two browsers are currently in
the list. I want to test a simulated 56k dowloads speed. What do I need
to do to access the debugger?

Why do you want to use the debugger (I have never seen anyone use it,
frankly)?

Why is a simple calculation to estimate your download not good enough -
4K/second?

Why wouldn't I want to use it? (if it works). I want to test and see if
a Flash preloader is working properly.

I haven't written the preloader but I'm having some trouble getting it
to work as expected. It would be great if I could test it locally
instead of having to upload and test each time I try something to fix it.

So, I guess the debug function (in DW MX) is useless then (?)...
