Custom Start Pages

Does anyone know of any applications that can allow admin to control the
layout of the page, but allows each user to have a list of their favourite
links listed.

Ive looked and cant find anything.

You are going to store the information in either a cookie or a database, and
then have a dynamic page that reacts to the settings found.
