Custom 404 troubles

Hello, I saw there was a topic about this a year or so ago (http://

address the question I have.

I'm trying to create a custom 404 for a website, fhradio.org. I've
followed tutorial directions to create my custom page and .htaccess
file (which are exactly the same as the directions in the other post I
linked to), but for some reason, I still can't get my custom 404 page
to show up. All I get is the standard 404 Not Found. I have the right
code in my .htaccess file and have placed it and the error.html file
in the top of the site directory.

Any suggestions on what this could be? I'm using Dreamweaver MX.
