I need to start creating css based web templates for our web sites, instead of using tables.
Where is the best place to start? or purchase templates?

With a good learning resource for CSS and HTML. Do you have one? What is
your skill level?

As far as purchased templates, you simple cannot go wrong with those
produced by PVII - http://www.projectseven.com/. They are beautifully
designed, thoroughly tested, and come with an extensive and comprehensive
user guide detailing customization. Using one of them will be a learning
experience in itself.
