CSS Style Navigation Bar

HI,

I'm trying to apply a box around the items of my navigation bar, much like
the Microsoft Web Site.

When I apply the display box feature at the CSS style editor for "a:hover"
it only apply the box around the text, not at all the line around....

Anyone knows how can I get it?
