CSS problem with #scrollBox

This is my first attempt at using a #scrollBox and I'm having a few
problems.

The site in question:

Problem:

The site looks fine in IE, Opera and Firefox (Win) but Safari (Mac)
causes a problem on only one page (the amount of copy causes the scroll
box to be used).

But this page causes scroll but doesn't break.

So, I tried to validate the HTML (http://validator.w3.org) and the only
error was no DOCTYPE. So I visited A List Apart
(http://www.alistapart.com/stories/doctype/) to learn more. When I add
any of the suggestions, it breaks the scroll feature in all browsers.

What am I doing wrong?
