CSS Layout

I would like to create a site with a layout similar to the link below. Is this
layout best done in CSS? How is CSS used to make these 4 centered boxes.Could
someone please show me the css code for how to do 1 box? I guess I don't
really know where to start. Thank you in advance for any help.

That particular site uses tables to accomplish the layout. You can see how
it was done by rightclicking within the page and clicking on View Source.
