CSS font size question

Why do some sites I visit that use CSS seem to have pages with fonts that do not change size base on my browser setting of using a minimum point size while others do?

a) you are using IE to browse, and b) the font size has been specified in
pixels?

I'm using Safari, but the font may be in pixels.

Or it could be an image. As far as I know, Safari will resize pixel-sized
fonts. It's only IE that doesn't do this, and only then if the visitor has
not enabled the accessability options.

I know that some pieces on this page are gif files, but I'm wondering about the
body copy on the left:

But that's different than the copyright at the bottom right which does change
size.
