How do I give a CSS background image a link? There's no place I see in the property inspector to type a link in.

Short answer is that you cannot. Background images cannot be used as links.
They sit underneath the page and do not receive any mouse messages from the
browser.

Depending on your design layout you could insert a shim above the bg image
and link from that.
