I have the same exact problem on a Vista x64 machine with a simple
split view.

My current work-around is to press enter, backspace in the code view to
force Dreamweaver to behave.

In any case, squashing my config file seems like too much since I've
done a lot of work customizing the keys and snippets... anyone know
which file or folder in Configuration is the offending code?

thanks!

JP

The same thing is happening to me and I am curious how stupid the test
team is? Seriously.

Let's get an update to fix this soon!

@Eric.. How do you rename the config file?

I have found that switching to another "workspace" and back seems to
temporarily fix it.

Here's a thread at Adobe forums...

Posted on Adobe forum as well....

Forgive me as I'm new to DW CS4, but I may have a solution. I
encountered the css copy problem as well, but I turned off (unchecked)
"Enable Related Files" (Edit -> Preferences -> General -> Document
Options -> Enable Related Files). I had to restart Dreamweaver, but
this seems to have fixed the bug.

I've never used the "Enable Related Files" feature, so it's not a big
deal to me - much less of a big deal than not being able to copy and
paste. At least it seems to be a stable work around to the "css copy
paste" problem.

Hope it helps! Let me know if this resolves the issue for anyone
else.
