control of size of graphic in target frame

Is there a way to cause an image to automatically re-size to fit a target frame?

Some browser will e.g. accept if you put height/width of the image to 100%.
But it's not recommended to do this with regular images since they might
pixelate. For that, you would need a vectorised image.
