Is there a way to lock the image size on a page?

Here is the reason why:
Client want to be able to update their page with new images on a regular basis. Client isn't the sharpest knife in the drawer when it comes to image editing. I want him to take the shots at a smaller resolution and then he can upload it to the server, call it into the page and have it maintain the size aspect of the one he is replacing.

I haven't played around to much with this but everthing I have tried placed the image in its full size and messed with the page layout.

You might want to ask the question on the Contribute group, however I think
that there is a way in the administrator to set file size limits.
