Is there a way to make it so your page adjusts to the user's screen resolution without the browser adding the scroll bars?

You can play around with tables that have percentages as the width. If you
create an outer table that has a 100% value for the width, the page will expand
and contract as you go. Though if you have an image that spans the entire
width of the page, it won't contract any narrower than the image.
