Did you change hosts recently? It just sounds like a DNS issue on his
end...his ISP just isn't pointing at the right server.

they CAN see the rest of the site....just not all the files i
uploaded today.

they get a 404 error
That's the only .php page I see in a siteful of .htm pages. Maybe the
client is running some kind of 'security' software which doesn't
recognize phps and is blocking them?

Are they using IE? Have them try two things:
- Surf to the page, then do a Ctrl^R - that does a forced refresh
- Blow cache (Tools>Internet Options; "Delete Files" button) Sometimes
IE's cache gets too full, and it balks at showing pages.

My first thought is cache. Have them clear cache on their browser.

My next thought is that some servers don't like one or the other extension
(html vs. htm).

Next, check permissions of the files that you uploaded.

Finally, check with the ISP and see if you can get an IP address, instead of
a domain name, to use for a day or so. The DNS data should have been updated
by now, but who knows. It might be worth a try.

I suspect with the recent DNS move either their ISP is slow on the uptake,
or they're using a proxy server and caching and it hasn't picked up the new
pages yet. Only their ISP can tell for sure....
