Tell me the exact steps you used to create the template, because they are
incorrect.
Try this. Create a new page, and immediately save it as a template, using
FILE | Save As Template....
Now look at the code. There should be two editable regions in the head of
the page's code - one around the <title> tag, and another above </head>.
Make your template look like that, and you'll be fine.
