I am trying to figure out if it's possible to spec more than one kind of
<ul> or <li> tag in the same style sheet? I want to use one kind to build a
nav menu...and another to build lists. Suggestions?

Yes you can,

instead of redefining the HTML tag eg

UL {
css here
}

Just create a CSS class eg

..ulStyle1{
css here
}

and then apply that to the UL tag eg

<ul class = 'ulStyle1'>

You can then define different classes and attach them to the appropriate
tags

Minor issue, but that syntax is wrong. It should be:

ul.Style1{
css here
}

Have a look at the posted HTML code:

Kind of "hungarian notation" ...
