How can I when calling an image via a recordset, have it resize?

Resize it in the HTML, but stand back when you do. It's likely to get very
ugly.

What - the truth? The answer is unless you have some server-side process
that you can pass the image to so that it's resampled before coming to the
client browser, there is no feasible way to do it other than to just change
the dimensions in the <img> tag. And you do not want to let the browser
resize your images....
