Is there any way to have dreamweaver page shrink to fit browser window?

what do you mean dreamweaver page? Are you talking web page? or the page your working on in dreamweaver?

I mean a page created in dreamweaver, but is it possible for that web page to
be scaled to different sizes when it is viewed in a web browser. I have created
a website in dreamweaver. the content is placed with in a table with a width of
800 px. Is there any code that will allow this content to be scaled down to fit
inside smaller browser windows when it is live?

if you have specfied a fixed width in pixels, then not really.
If you want it scaleable use percentages... Alternatively i have seen some clever things done with javascript resizing.

Most people I know regard resizing the browser viewport to be rude, just
because you take something that I have set the way I want it, and change it
to be the way you want it. To make it worse, you don't change it back when
I leave your site.

My recommendation would be to not worry about these things....
